Izmir City Hospital Patient Rights Unit: Operation and Application Process
In accordance with the Patient Rights Practices Circular No. 2014/32, Izmir City Hospital effectively executes patient rights through the Patient Rights Unit in our hospital, in coordination with the Izmir Provincial Health Directorate Patient Rights Board.
Our Objective
Our objective is to ensure that all patients benefit from healthcare services in a manner befitting human dignity, and to contribute to the equal, high-quality, and effective delivery of healthcare services by preventing rights violations. In addition, it is to plan and implement patient rights practices and ensure that all patients properly benefit from these rights.
Patient Rights Unit Services
Information and guidance are provided according to the needs of the patients and their relatives. During this process, in addition to providing information about patient rights, explanations are also given regarding the personal responsibilities of the patients and their relatives.
Services offered by the unit:
· Counseling and Support: Patients and their relatives are listened to, solution proposals are offered for their questions and problems, and counseling services are provided.
· Solutions: Solutions are generated with on-site and appropriate interventions for grievances, and the resolution of the problem is ensured by contacting the relevant units.
· Elimination of Deficiencies: Within the scope of the identified deficiencies, suggestions are presented to the Patient Rights Board to ensure the elimination of these issues.
· Principle of Confidentiality: Problems that cannot be resolved on-site are forwarded to be evaluated by the Patient Rights Board in accordance with the principle of confidentiality.
Application and Contact
You can submit your opinions, suggestions, expressions of gratitude, complaints, or problem-solving applications regarding patient rights related to healthcare services to the Patient Rights Unit. You can also submit your applications through the Ministry of Health Communication Center (SABİM), Presidential Communication Center (CİMER), and the Ministry of Health Website.

Patient Rights Regulation: Basic Articles
1. Right to Benefit from Services: Patients have the right to benefit from healthcare services equally without any discrimination such as race, language, religion, sect, gender, or economic status.
2. Right to Request Information: Patients have the right to access all kinds of information about their health status verbally or in writing.
3. Right to Choose the Healthcare Facility and Personnel: Patients have the right to choose and change the healthcare facility and personnel.
4. Right to Privacy: While receiving healthcare services, patients have the right to receive service in an environment where confidentiality is protected.
5. Right to Treatment and Consent: Patients have the right to consent to or refuse treatment.
6. Right to Safe Service: Patients have the right to receive healthcare services in a safe environment.
7. Right to Fulfill Religious Obligations: Within the means of the healthcare facility, patients can fulfill their religious obligations.
8. Right to Respect and Dignified Service: Patients deserve to receive healthcare services in a respectful, friendly, and compassionate environment, under hygienic conditions.
9. Right to Visitors and Companions: Within the framework of the rules set by the healthcare facility, patients have the right to receive visitors and have a companion under appropriate conditions.
10. Right to Apply, Complain, and Litigate: In case of violation of their rights, patients have the right to apply, file a complaint, and file a lawsuit.
Patient Responsibilities
1. The patient must comply with the rules and practices of the healthcare institution they apply to.
2. The patient must report changes in their health, social security, and personal information in a timely manner.
3. The patient must provide complete information about their past illnesses, medical interventions, and the medications they use.
4. The patient must cooperate with healthcare professionals during the treatment process.
5. Patients receiving scheduled services must adhere to the appointment date and time.
6. They should not make requests for treatments and medications that are not recommended by the authorized doctor.
7. Patients and their relatives must adhere to the healthcare facility's visitor policy.
8. The patient must respect the rights of other patients and healthcare professionals.
9. They must comply with the treatment process and ask questions about matters they do not understand.
10. The financial responsibility for the healthcare service and the complete submission of necessary documents belong to the patient and their relatives.
11. In case of damage to public property, patients are responsible for the compensation of this damage.
