Purpose (Definition) of the Job: To process and track the salaries, on-call/shift fees, promotion differences, travel allowances, payments, and personal rights of the hospital staff, working with a team spirit based on solidarity and ethical principles.

Authorities

In carrying out the defined duties, authorities, and professional responsibilities, they are obliged to execute the tasks assigned by their higher-level supervisors in accordance with existing laws, regulations, and current legislation. While performing their duties, they must comply with the ethical behavioral principles specified in the regulation regarding the ethical behavioral principles of public officials and application procedures and principles.

Basic Duties and Responsibilities

  • The monthly payrolls, amendments, and attachments of the hospital personnel working subject to Article 4/A of the Civil Servants Law No. 657 are arranged according to the annual budget directive of the T.R. Ministry of Finance and entered into the Ministry of Finance Public Information System (KBS). After the obtained Payment Order Document and its attachments are signed by the payroll officer and the hospital manager, following the approval of the Chief Physician, it is deposited by the Accounting Directorate into the personnel accounts at the bank with which the hospital has an agreement, according to the prepared bank list.

  • The monthly payrolls, amendments, and attachments of the hospital personnel working according to the 3rd section of the amended Article 36 of the Civil Servants Law No. 657 are arranged according to the annual budget directive of the T.R. Ministry of Finance. After the documents obtained from the hospital information management system are signed by the payroll officer and the hospital manager, following the approval of the Chief Physician, it is deposited by the Accounting Directorate into the personnel accounts at the bank with which the hospital has an agreement, according to the prepared bank list.

  • The lists of personnel on shift/on-call duty are entered into the Additional Payment Payroll System (EKOBS) according to the annual budget directive of the T.R. Ministry of Finance. After the obtained documents and their attachments are signed by the hospital manager, following the approval of the hospital administrator, it is deposited by the Accounting Directorate into the personnel accounts at the bank with which the hospital has an agreement, according to the prepared bank list.

  • After the amount of the additional payment to be paid to the personnel from the revolving fund each month is determined by the ministry, the information of the personnel on leave and with medical reports, non-working hour overtime information, risky unit employee information, physician interventional procedure point lists, and information of personnel serving on commissions are entered into the Additional Payment Payroll System, and the additional payment payroll is prepared according to the amount determined by the ministry. After the obtained documents are signed by the payroll officer and the hospital manager, following the approval of the hospital administrator, it is deposited by the Accounting Directorate into the personnel accounts at the bank with which the hospital has an agreement, according to the prepared bank list.

  • For personnel taking unpaid leave or resigning, a personal debt is generated against the salary they received in advance and is notified to the person.

  • An additional salary payroll is prepared for personnel returning from unpaid leave and newly appointed personnel.

  • Deductions are made for personnel who have execution/garnishment orders on their salaries and additional payments.

  • The examination participation fee of the personnel, the additional payment tax base received from the revolving fund, and the pension deduction tax base are entered into the Public Personnel Information System for the relevant month.

  • The actual service increment (fiili hizmet zammı) payroll for healthcare personnel and X-ray technicians subject to Law No. 5510 is prepared every month and submitted to the Accounting Directorate.

  • For the family allowance information of the personnel, the Family Status Notification Form is filled out and processed into the salary information.

  • The military service borrowing accruals of the personnel are prepared according to the annual budget directive of the T.R. Ministry of Finance.

  • A salary transfer certificate (maaş nakil ilmühaberi) is issued for personnel who are transferred and leaving the hospital.

  • The additional payment and income tax base information of the personnel temporarily working in the institution is reported to the institution where their main cadre is located.

  • Ensures the legal half-payment of the Compulsory Professional Liability Insurance for Medical Malpractice taken out annually by physicians.

  • Ensures the payment of travel allowances for transferred personnel.

  • Carries out the salary payment procedures for intern students.

  • Submits the interventional procedure points to the review commission, ensuring the necessary arrangement and coordination.

Procedure to Follow in Case of Conflict in the Distribution of Duties

In the event of a conflict in the distribution of duties, a meeting is held with the Unit Supervisor / Deputy Manager of Administrative and Financial Affairs. If the issue cannot be resolved, it is discussed with the Manager of Administrative and Financial Affairs.
