Delegation of Duties: Another Human Resources Officer
Purpose (Definition) of the Job: To carry out the personnel affairs of all staff working in the hospital (open/re-appointment, transfer (departing/starting), retirement, resignation, unpaid leave, annual leave, medical leave, preparation of registry reports), handle their correspondence, and file them, by working with a team spirit based on solidarity and ethical principles.
Authorities
In carrying out the defined duties, authorities, and professional responsibilities, they are obliged to execute the tasks assigned by their higher-level supervisors in accordance with existing laws, regulations, and current legislation. While performing their duties, they must comply with the ethical behavioral principles specified in the regulation regarding the ethical behavioral principles of public officials and application procedures and principles.
Basic Duties and Responsibilities
Carrying out notification and acknowledgment procedures regarding personnel movements.
Making automation (computer) records of the information of personnel starting duty (open appointment, transfer), receiving their declarations regarding family members they are obliged to look after, and writing commencement letters to the relevant departments.
Carrying out the dismissal/severance and correspondence procedures of personnel who retire and/or are transferred to other institutions, or who take unpaid leave.
Arranging and tracking the annual leave documents of Administrative, Academic, and 4/B contracted personnel.
Tracking the candidacy periods of candidate civil servants, arranging their registry/performance reports and oath documents, and carrying out the necessary correspondence for the removal of their candidacy by informing the first registry/performance supervisor.
Preparing the year-end registry reports of the personnel and presenting them to the first registry supervisor; reporting the reward/penalty status received by the personnel during the year to the registry supervisor.
Adhering to the principles of confidentiality, accuracy, promptness, and reliability during their tenure.
Complying with the principles of the dress code regulation.
Protecting all kinds of information and documents belonging to individuals to prevent them from falling into the hands of unauthorized persons.
Performing duties in all activities in accordance with the definitions and instructions of the internal control system.
Being responsible for the quality of their work and fulfilling the transactions carried out within their area of responsibility.
Fulfilling other duties assigned by the Chief Physician / Manager of Administrative and Financial Affairs.
Implementing and ensuring the implementation of the policies, procedures, processes, and plans determined by the institution within their unit.
Taking a role in carrying out activities within the scope of Health Quality Standards, efficiency, and Patient and Employee Safety practices.
Reporting any near-miss or actual adverse events related to the safety of patients and employees via the Adverse Event Reporting System over the HBIS (Hospital Information Management System).
Fulfilling the tasks assigned by the administration.

Procedure to Follow in Case of Conflict in the Distribution of Duties
In the event of a conflict in the distribution of duties, a meeting is held with the Unit Supervisor / Deputy Manager of Administrative and Financial Affairs. If the issue cannot be resolved, it is discussed with the Manager of Administrative and Financial Affairs.
