Purpose (Definition) of the Job: To prepare the invoices of patients who are examined on an outpatient basis and those whose inpatient treatments are completed in our hospital, by checking all kinds of examinations, medications, and medical consumables within the framework of the provisions of the SUT (Health Implementation Communiqué), working with a team spirit based on solidarity and ethical principles.
Authorities
In carrying out the defined duties, authorities, and professional responsibilities, they are obliged to execute the tasks assigned by their higher-level supervisors in accordance with existing laws, regulations, and current legislation. While performing their duties, they must comply with the ethical behavioral principles specified in the regulation regarding the ethical behavioral principles of public officials and application procedures and principles.
Basic Duties and Responsibilities
Ensuring the correction of erroneous transactions (such as examinations, medications, consumables) by canceling them and providing feedback to the relevant outpatient clinics or wards.
Completing the interactive billing process by making payment inquiries in the Medula V3 system for those insured by the Social Security Institution (SSI) and those covered by General Health Insurance (GSS).
Preparing manual invoices for other healthcare institutions and organizations with which we have protocols and sending them to the relevant institutions.
Checking whether the GSS tracking of patients treated in our hospital as a result of Forensic Cases, Occupational Accidents, and Traffic Accidents is appropriate for their type of arrival. Correcting the inappropriate ones.
Ensuring the procurement of the necessary reports and official documents for patients within the scope of Forensic Cases, Occupational Accidents, and Traffic Accidents in accordance with the SUT and relevant circulars, and submitting them to the affiliated Provincial Directorate of Social Security following the end of the billing period.
Invoicing the services provided to SSI Overseas insured patients who receive outpatient and inpatient services, and submitting them to the affiliated Provincial Directorate of Social Security.
Enlightening our data entry personnel and patients regarding the legislation in case of problems experienced between patients applying to our hospital and the registration personnel, ensuring patient satisfaction, and making sure that patients are informed about hospital procedures.
Tracking changes related to the SUT and transferring and informing the personnel working in the hospital about these changes.
Conducting correspondence with the Social Security Institution, the Health Directorate, and the Ministry of Health regarding our hospital's income or other correspondence concerning our unit.
Presenting statistical data regarding our hospital's financial accounts to our hospital management when necessary.
Delivering the financial tables required for hospital units and officially requested, or any data related to our unit, to the requesting units accurately and completely.
Tracking the GSS status of our patients who receive treatment services in our hospital without GSS tracking on a weekly basis.
Organizing the necessary correspondence regarding invoices, making the invoices ready for dispatch, and tracking that they are finalized correctly.
For patients who have not deposited their fees regarding invoice fee notifications, holding meetings with the lawyers of the Provincial Health Directorate Legal Unit to make the necessary correspondence, tracking fee collections, and notifying the budget unit.
After the period ends each month, accounting for the invoices issued at the end of the month and submitting them to the affiliated Accounting Directorate.
Tracking legislative changes and innovations made in the billing procedures and principles within the SUT provisions.
Implementing and ensuring the implementation of the policies, procedures, processes, and plans determined by the institution within their unit.
Taking a role in carrying out activities within the scope of Health Quality Standards, efficiency, and patient and employee safety practices. Reporting any near-miss or actual adverse events related to the safety of patients and employees via the Adverse Event Reporting System over the HBIS (Hospital Information Management System).
Fulfilling the tasks assigned by the administration.

Procedure to Follow in Case of Conflict in the Distribution of Duties
In the event of a conflict in the distribution of duties, a meeting is held with the Unit Supervisor / Deputy Manager of Administrative and Financial Affairs. If the issue cannot be resolved, it is discussed with the Manager of Administrative and Financial Affairs.
